a)  Not only for when updating dictionaries, but also for when one has
two or more dictionaries for the same language.  (The standard
dictionary, and specialized subject dictionaries.

b) For dictionaries that are not going to be released distributed on
the OOo website, requiring an extension is problematical. (Maybe I
should be glad that the dictionaries I created were rejected.)
