Let me get this straight... there is a plugin for TortoiseCVS that
implements a VSS *server* interface and pipes those commands to a CVS
*server*.  Doesn't sound right to me.

I think TortoiseCVS plugin implements the client interface for VSS, but
not the server interface (I don't think).
