Let me get this straight... there is a plugin for TortoiseCVS that implements a VSS *server* interface and pipes those commands to a CVS *server*. Doesn't sound right to me.
The plugin allows an IDE which uses the MS Source Code Control API to connect to source safe to use the same API to connect to a CVS repository. So, yes, it does basically implement a VSS server interface and pipe those commands to a CVS server.
