Something that I think might be very useful is a "Why Should I Upgrade?" wiki page. I don't know if that could make it into the reference guide, it might just be something for the MoinMoin wiki. Each time a new minor release comes out, a new paragraph for the specific release can be added to that wiki page, and for some changes, the overview section for the entire major version can be updated. Each major version could have a separate wiki page (Why Should I Upgrade to 5.x?), or we could attempt to put all the info on one page. We'd have to be careful to write this info for executives, not the tech guys.
