in my mind: the most important thing testing such tools is to ensure that they
won't lead to IndexWriter.addIndexes making a corrupt index.
previously you could only really check this by calling IW.addIndexes and
checkIndex on the resulting index.
but now we also have _TestUtil.checkReader(IndexReader) so you can verify
consistency of the reader itself: makes it easier to debug.
