Are there any technical limitations or preferred/not so preferred technonogies? A lot of these tools are PHP-based, but there are also some Java-based. Personally I think a Java-based tool would be a better choice.

Someone also mentioned the OOoPM project, but I don't think this project is far enough yet, and besides I don't think it's web-based.

You're right. The goal for OOPM is to be an OpenOffice.org application so it will not be webbased.

An excellent resource for test-driving and getting reviews on open source cms is available at http://www.opensourcecms.com/. There's quite a few that are oriented towards project management and several more which can be adapted.
