You're right. The goal for OOPM is to be an OpenOffice.org application so
it will not be webbased.

An excellent resource for test-driving and getting reviews on open
source cms is available at http://www.opensourcecms.com/. There's quite
a few that are oriented towards project management and several more
which can be adapted.
