Sometimes it does happen that the pace of events demand that content
in the form of handouts be generated quickly.

I would disagree. I would venture to suggest that this is a function
of the Art team. For example, https://fedoraproject.org/wiki/Artwork
(no special reason to put the Artwork team from Fedora other than I am
a Fedora user) functions as a sort of artwork content clearing-house.

So, if sub-projects talk with the Artwork teams and put in their
requirements a system can be put in place whereby content can be
created and kept ready for anyone to re-use. Sub-projects should
ideally be collaborating with Marketing to ensure that consistent
messaging is put forward. This is because marketing generally has a
better grasp of 'sticky' pitch points than sub-projects (general
comment, not an observation)

A version control infrastructure just makes all this collaboration
transparent and quick.
