You are right, but here is the catch: FR project can't do its localized builds, not because they haven't got the necessary ressources, but because French belong to the small set of languages that are localized directly by Sun "Internal". This means that if we were to follow the traditionnal FOSS logic, Sun Internal would call the shots all the time. But then, why is the French community here? It could go bust and nobody would care because still the releases in French would be provided by Sun....
