The JDK support policy was adopted and is available at

NetBeans IDE has required JDK 11 since NetBeans 13.
NetBeans Platform has required JDK 11 since NetBeans 19.
NetBeans 22 IDE and Platform will require JDK 17.
We still support building projects using JDK 8, just not running the
IDE on it.
To be clear, this does mean that for modifing nb22 and later i can use
source level 17?

Yes, there are already modules which require Java 17 in NB22.
shouldn't
https://netbeans.apache.org/front/main/download/dev/index.html
be trimmed to remove duplicates with
https://cwiki.apache.org/confluence/display/NETBEANS/Development+Environment
and remove the reference to JDK11 from it?
and include a reference to Minimum+JDK+build+and+run+policy in
Development+Environment
