I would also say that even if you need Swing help i.e. adding something that can be toggled on or off via the Options dialog, or any other help working out how NetBeans works, then simply asking on the mailing lists, there will be people that can help if they have time, or you'll be redirected to resources that will provide insights etc..
That's the power of the community, if your working on adding something to NetBean and you need help then ask.
