Yes. Isn't that the grant document Bertrand links to earlier? That's why I +1'd with the caveat of meeting that requirement, as others have. I don't believe that requires signing by every author of every little bit? Similar to how we except minor PRs from non-committers. Re-licensing would have that scenario?! Best wishes, Neil >
