That is not the case for *any* Apache Project web site or the web site for Apache itself. The ASF is very clear about open-source software releases and what that means. Please. We are talking about software releases made available to the public and the duties the Foundation places on such releases with regard to intellectual property, licenses, and notifications. It doesn't matter what the domain of use of the software is, it matters that it is software made freely available as a public good.
