Not possible for Jaguar. Around 3% of users, probably less actually. And our resources are limited.

But don't count on me downgrading to Panther, my system came with
Tiger and I will continue to run on Tiger.

Well, if so, maybe you can have a look at this issue : <http://www.openoffice.org/issues/show_bug.cgi?id=53847> The task is simple : actually builds made under Panther are fully compatible Tiger and Panther, builds made withTiger, are not usable with Panther.

Why ? and how fix this.
