is the en_GB build official in this sense?
Yes, why not?

Becaseu even without testing it. I can point out a couple of strange and wrong things about it ...

Are there issues filed for those things? And .. are they important enough to stop a (global) release?

This is always a difficult decision. The global release should only be stopped, if the main (english) build or a class of localizations (say asian) are badly affected. The localization testing is more or less for improving the quality for localized builds. A native lang community (or localization team, that does qa testing) could give an official "GO" for it's builds. That means, that those localizations could be distributed as stable through the mirror network and might be included in the offizial announcements. Without a "GO" the builds would stay in RC status. So .. they are available but not "officially stable".

Afaik, there not that many people working on the en_GB localization, right? So it might be of help, if qa team mebers would help testing the localization?
