Hello, the first issue with Georgian files is that the standalone Win installer OOo_2.1.0_061031_Win32Intel_install_ka.exe [1] is that Georgian translations are not reflected in the file at all.
The installation is in English as well as GUI after installation. In Options, language if User Interface drop-down list shown only English. I have not checked other en-US based similar standalone installers yet (en-US_br, en-US_cy, en-US_eo, en-US_ga, en-US_ka, en-US_km, en-US_ku, en-US_ne, en-US_rw, en-US_ta-IN, en-US_tg and en-US_uk), I hope they do not have similar issue.
