This might be another way to think of this topic.

 OOo 2.1 for Windows are *officially* available for approx. 10 languages
 at this moment as a result of hard work of each native language project.

 There are approx. 40 language versions of OOo 2.1 in the not-widely-
 advertised-web sites. There are approx. 30 that have not been released.

 A question is what do users of the 30 language versions of OOo do.
 Do they abandon to use OOo? Maybe, no. They know the URL to the hidden
 web sites and download their version and use 2.1. Don't you think so?

 The contents of web site [1] that previously hosts RC binaries has been
 moved. Why? I don't know, but one of the reasons may be to avoid heavy
 load.

Regardless of whether approved or not, some, or maybe many, users have
been using the latest OOo. That is a reality, i think.

One big thing that users have noticed is that there will be no chance
to alternate their version after an English version is released.


Please do not be confused. Release test is very important. All matured
native language individual projects have to conduct release test on
RCs to maintain the quality of releasing OOo.

Currently-growing NL projects can share the result of the release test
and try to become matured and do the release test next time.

Let's open the gate of the dam that holds the possibilities, 30 language
versions of OOo, and release them to the world.
We will see what happens.
