Hello,

I have some concerns with the report.

Effectively, the report looks like a graduation as a sub-project vote occurred, 
without following any of the Inucbator policies around sub-projects.  I want to 
see the project be successful, but at the same time it seems like you've moved 
past the incubation stages.  Therefor, I'd like to see you complete those 
sub-project graduation steps.
