OK, this is definitely a WONTFIX, I think; RFC822 states the order, and the
issue here was that the Exim config used a non-RFC822 order. bug 3949 will
take care of the side-issue, namely that if we find unparseable lines, we
shouldn't trigger ALL_TRUSTED; but we don't need to explicitly add support for
"by" header lines here.
