The fact that we use JODA to interpret the data is in my mind implementation 
detail that can change any time. And different connectors might use different 
libraries to read/write the CSV. In fact we are expecting that the text will be 
generated by third party utilities like {{mysqldump}}, {{pg_dump}}, .... in 
specialized direct connectors in the future. Hence I would stick to the 
proposed plan and let the "millisecond" part of "time" and "datetime" as 
optional.
