I think it would be *very* likely that we would want to release a
subproject without releasing Struts Core again.

During the 1.1 series, we have several nice improvements and fixes to
the taglibs that worked fine with 1.0, but we couldn't release them
because of everything else that was going on.

At this point, my suggestion would be to just give the Library
distribution a sequential counter. The first GA release could be _001,
and the next _002, and so forth.

* struts_core_library_001.zip
* struts_core_library_002.zip

Or, we could just forget the whole thing and have only the individual
subproject releases. The bundle isn't mission critical; it was only
meant as a convenience.

The most important thing, from my perspective, is that the
infrastructure is easy for us to maintain and helps us release more
often.  If we increment other version numbers or any of that, we are
creating more work for ourselves. We have precious few people to do
the work around here, and we can't waste what few hours we have on
busy work.

The biggest favor we can do the users is to get the code out there
where they can use it. Many teams do not have the luxury of using a
nightly build, as do most of us here.
