I don't think any large discussion here makes sense either, nor a vote. We already have plenty "TBD" items on the Modules page, IMHO anything that is not part of the JDK (like java.time would be based on Java 8) does not belong to core at all, but could be offered as "Integration" just like Spring is proposed here: http://tamaya.incubator.apache.org/modules.html#integrations
What I think is a good idea (and we shall discuss it or vote on it here;-) would be "Sandbox" like Apache Commons: http://commons.apache.org/sandbox.html That's where any "I really like this nifty cool Framework" ideas should start, then they may make their way into offical modules;-) Anatole knows, this works rather well for JSR 354 where we called this sandbox "Shelter" and many new ideas like Bitcoin or Groovy support got a lot of attention by the community lately.
