Releases must be immutable. Reverting commits on the equivalent of svn dist 
release is not within policy. As you know KEYS files need special care and 
controlled editing.

For Release Candidates each revision is immutable and revisions will be able to 
be reverted.

Revisions yes, but the tags may be mutable in the composition phase.
