That isn't always the case.
I've seen several instances where the issue with the _highest_ votes
had a status of "will not implement".

Ok, that means that somebody looked at it.  And decided that despite
the popularity of the feature, it was not going to be implemented. 
And no explanation given for why it was not implemented.

Maybe I should dig out my copy of Improv, and see just what
functionality it offers, that 123 did not offer.  [They came in the
same Lotus Office Suite. (Do I really want to install something that
had 20 something floppy disks.)]
