Hi Vincent,
Would it be worth the effort to discuss the "feature voting" with
some of the web guys?
Not that I am a project (co)leader of the webdev project, but I don't
think this is something to be discussed there (if you are referring to
the web-dev project). The reason that feature voting is hidden away is
because bugzilla is (and voting is just a little part of that). Bugzilla
has been hidden from the front page since it requires a login.
Everything that requires a login is hidden from the front page since
it's not something new users should deal with (at least that was the
philosophy when redesigning the new home page (an effort I was heavily
involved in): present the new user with the least amount of clutter;
users willing to help will find the projects of their interests and will
soon enough discover the 'My pages' section.
If you would like to see feature voting more prominently placed
somewhere -I doubt if that is a good idea-, I believe you should try to
address that somewhere else, in a more general, possibly higher level
mailinglist. The webdev group would then try to implement such if it is
being desired by the community.
Think mostly it works currently like this: If someone wants some feature
to be implemented, people propose the thing on a low level mailinglist
of openoffice.org, like one of the native lang discussion lists, or
personal blog and a call for voting on some issue (directly linking to
the issue). However if the idea is in conflict with the 'vision' of some
leader of the affected project... not much chance anything will happen
soon. At least that's my experience. But maybe that's also due to lack
of specifying exactly is being desired.

Maarten
