Votes in Issue Tracker aren't lost. The issues with most votes aren't necessarily implemented right away, but you can be sure they are looked at.

And new or even visionary concepts are nowhere communicated. How
should a user vote for a visionary concept, if it is not
communicated properly in order to make it understandable?

Well, go ahead (you, Arnim, or anyone), describe the hierarchical sheet tabs. If you write up a specification, it can be put on specs.openoffice.org. In an enhancement issue, more than a single sentence of description is helpful, too.

Remember "Lotus Imprompt" (I hardly remember the name - must have
been in 1993 about)? They had a brillant idea about separating
formulas from content - it never really made it into public mind
although it has been a great feature.

Improv, and it imposed too much structure on the spreadsheet, losing flexibility (with its associated dangers, sure).
