while my brain is running, thinking on a quick, but good, fix on the
download page, I answer:
Hmmm.... I wonder if I could incorporate something in the JavaScript to hide
the download buttons unless the user selected "Download the CD images"....
Any suggestions/thoughts?
You might also want to consider just moving the download buttons to the
bottom of the page, while remaining a small call for contribution/help
just above the part where end-users can order the CD's.

ps. I noticed you used <h3> headings for describing the download buttons
on your CD-Rom page. I would advice you to use another method, like
using <em> for grabbing some attention. Using <h3> headings where these
are not really applicable.
