Definitely, I think that improving this page first will make a much better
start. After having finished this we can think about designing... (the
group is too big to just start designing, we need agreements first on
content and goals, then we can start designing. This should result in
nobody complaining about missing features etc. in the design, and enable
us to focus purely on design instead of page-features (which makes
designing horrible ("could you add that?" and "euh, I miss...")). Design
proposals should first be judged on how well they meet the requirements,
and then we can discuss the aesthetic qualities.

Well, actually I suggest to not think about "user portal", "home page",
"why? page", but to think about the end user in general. Three efforts
that are targeted at the same user, that is confusing. To me
portal=homepage=why-page ...

Well yes, unless there is of course disagreement, we should agree at some
moment on requirements (and I hope people here don't get too scared when
hearing this word, it is nothing formal, you may also read "wish list"
where you see requirements ;) )
