They are both nice.
What I would change is the separate page with links: I would use it as a
backup when the hover effect (see below) does not work.
Otherwise, I would have a language list appear when hovering on the
"language projects" link: something like a 8x10 table with localised
language names ("Deutsch", "Français", "Italiano") sorted
alphabetically, at least for those using Latin characters; ideally,
"level 2" projects should be in bold to be easier to find.
I would keep the language selection page you propose, but only as a
backup solution for accessibility and special configurations.
