In 2.x when you do File -> Export To PDF, you will first get a dialog about what name to give the file when saving. After you click okay when giving the name, it will give another dialog that gives a range of options including handling jpegs etc. At the bottom of this dialog there is a question about what format forms will be saved in. The dropdown will give the FDF option, set it and then click okay.
