From what I know or recall having read it was deliberate by Adobe, to stop 
people using Reader as a means to create edited PDF docs. You could do it 
with version 5, but it would appear that the "security issues" in this 
version were a convenient excuse to take the functionality out.

As far as I know, you can't use Xpdf to fill out forms, nor gpdf, or gv. It is 
supposed to be coming or is already present with kpdf, but I haven't tried 
recently (must check). Last I knew, it wasn't yet possible.
