Absolutely. If the models are generally updated at different times, rather than together all at once, then packaging them separately will reduce bandwidth and storage requirements tremendously over time.
For the packages in question a mass rebuild is useless, as they are just data, not code and nothing will get changed anyway.
So, once reviewed, I will file an exemption request if we hit more than 3 languages to support.
