big endian distros for Power (and PowerPC) are purely community driven
AFAICT

I am providing shell access to our public z/VM instances running at the
Marist College to upstream developers and Fedora maintainers when there
is a need. There have been ~80 people using those systems till now.

What we have lacked is a test system with FAS integration, which is
easier to use for Fedora maintainers, but doesn't help much upstream
developers.
