You can create a Fedora community account and request Developer VMs in the 
LinuxONE OSS Community Cloud:

But there is the fact, that only one ore two Community Maintainers can create 
VMs per open source community.
I have to agree. Yes! That is a old z15 based system. Red Hat is based on z16 
and the upgrade for the open source community is requested.
Default there should be no problem to receive s390x access (the same as 
knowledge).
