Yeah or use one IC only and a pair of diodes to avoid shorting the flash
reset to PROGRAM_B while still allowing the reset IC to pull both low.
Whichever is cheaper and assuming the diodes' forward voltage is below
the "maximum logic low voltage" threshold of the flash and FPGA.
