We implemented two ways to force topologies for testing: blacklisting
and whitelisting.
For blacklisting you should set auto_plinks to true, wait for the
fully connected topology to be created and then "prune" the links with
plink_action block (all of this, with iw).
For whitelisting you should set auto_plinks to false, flush all the
established plinks, if any, and then manually establish peer links
with plink_action open.

If you don't care about what peer links are established but only would
like to force a particular path, the set next_hop option should work.
But IIRC, paths that are configured this way take precedence over
dynamically established paths and never expire.  So they will prevent
your mesh network from self-healing.
