Correct in a secured mesh, the mesh_max_peer_links is not taken into account.
I believe it has to do with missing code in ampe.c:

     sae_debug(AMPE_DEBUG_FSM, "TODO: return available peer link slots\n");
     return 99;
}

I guess it's still on the todo list :-)

Next week I'll be doing more testing on my secured mesh.
Have you done some testing on the dynamic routes? (Mesh nodes going in and out 
of range from each other, multihops etc...)
Also as it stands now we need to restart authsae daemon each time we change the 
radio channel, correct?
