I haven't seen that particular issue in Eclipse.

Does VoiceOver restart when you are just in the regular edit window, or the package explorer?

I'm wondering if this might be something weird in what ever control Eclipse is using to display the documentation, I will have a browse of the open issues on the Eclipse bug tracker and see if anyone else has reported a similar problem.

I'm running a MacBook 2.4 GHZ Intel 2 GB ram (white - non-alluminum)

  So are you able to tab between your window controls in apps that
you write?…  how are you doing it?…

 I'm currently coding a Java app in Swing and am really wanting the
ability to tab between GUI controls and to have VO read the contents
of edit fields which the user is focused upon, as the contents
