I think (not really my area) that "Inspire" (the new EU rules on spatial
data) is generating all sorts of thinking about datasets (access &
license) alongside infrastructure. The implementation part of it is
called the location programme : http://www.defra.gov.uk/location/

Sorry if this is old news, but I've been lurking for a good while. I
mention it because some of the options being considered as standard
bearers for the project are quite similar to this idea for common land.

That is good. Noticed that there's no suggestion of Crown Copyright, or
click-use license. Another of those crazy ironies that data on open
spaces isn't truly open. Still, once we get the other areas out into the
open, maybe we can do something good. Be interested to see the format.
