After a quick look, there appears to be an established market in 
"expense management" or "expense tracking" (both for employee and 
personal expenses, and with both closed EULA and SaaS offerings) but not 
really any adequate open source (or open services). The Expense 
Submittal System project might be an exception, as may others.

I suppose institutions across the public sector could be gathered 
together (perhaps as a software club) to address the requirements you 
have set out. It could be called: Expenses Club. :-) Even if different 
institutions need to manage expenses in differing ways, the broad 
harmonization and direct cost efficiency of sharing would be attractive.
