I would suggest the respondent simply tries and see if it bounces or gets delivered - that's the easiest way of checking :-)
Like if they are trying to argue against providing 200 (reports) x 200 KB (max size) to WDTK...
Alternatively, respondents can upload responses and files directly using the web site, as explained at http://www.whatdotheyknow.com/help/about#large_file - I imagine zipping those reports together into one file would be uploadable or emailable.
