If the problem is email, then there's no way to tell the size limit, since it 
will vary depending on the email systems of both the sender and the recipient. 
The information provider may well be limited to 10MB per email, but 50MB per 
email is more common these days.

Remember, emails are usually seven bit encoded, so files will at least double 
in size when attached to an email.

I don't know WDTK, but it would be sensible if responses could be uploaded 
through the web site instead rather than emailed, if that facility isn't 
already available.

Ideally, information providers would be using smaller files (the problem here 
is probably images), for environmental reasons. After all, they all have CO2 
targets now.
