Yes, that'll be the argument for the next stage. At the moment they're just
pressing for a 'private email address' and they have explained how
consequently they want the material split up.
They haven't yet said explicitly *why* they want the private email address;
but we all know why.
I just wanted to confirm first that there was no realistic limit on what
they could sent to WDTK (so that it could not be an excuse for them to hide
behind).

I really want to force this material back out onto the Web, where it
originally started out (it is part of their web-published statutory
Publication Scheme, so they are currently breaking their own Scheme).
