One of my local councillors (Daphne Gaved, Lib Dem, South Yardley)
explicitly told me that the grit bins are there for public use and if
they empty it is the responsibility of the local residents to notify
the council and request a refill.

I recently followed her instruction to report an empty grit bin:

I've had an acknowledgement of the report but last time I looked
(Monday evening) the bin was still empty.
