I feel, this vote is really misplaced at the moment. The vote isn't about
that the community wants more people contributing code, right?

The vote is about giving people an opportunity to add their code to CVS even if it is not a 'community-maintained application', iow making it easier to contribute code.

I also thought we (silently) agreed on the shouting meeting that
we (as in all committors) were going to discuss this another time

No, we explicitly agreed that I would make this call on the list. The information on this vote has been out there for two weeks, and nobody commented.

This vote is a start. It is very simple: if even a small relaxation of these rules is an issue, if even a vote that changes the minimum won't make it, then this will, in my opinion, not be resolved.

I have received comments that I was not liberal enough, that I should open CVS and let people do as they want, that even voting to allow an application is too much paperwork. Now even the smallest change is too much?

I want to make some steps, and I want to make steps NOW. I (and some with me) have made these suggestions years ago. People keep postponing the decision. I feel there is not going to happen anything at all, likely ever, if we don't start making some changes now.
