If you think that the vote cannot succeed you should VETO, canceling votes is not part of our rules.
As the vote manager I am responsible for a correct running of the vote, and if the code cannot be placed in the core it should be recast.
I am going by the advise given to me by the license manager, and after discussing it with one of the mentioned committers.
