I think the status of speeltuin is now even more anarchic then contributions. 'speeltuin' isnot even garantueed to compile. I think contributions must at least be build in the nightly build, just like applications. So, I understand what you mean, but I don't think that giving any status whatsoever to 'speeltuin' is a good idea. I think speeltuin can only be seen as a little privilege to committors which they can use to demonstrate mmbase related stuff between them.
