I changed it to MPL for now and will bring the 2 documents inline. I
and others
could not find the document so we did it from memory.
My only goal is to get a clear set of rules that are easy to find,
where its easy to know upfront if you
will get a +1 or not. It should be a no brainer for commitors to vote
on and if you ask me the rules (except
for name conflicts) should be applied backwards if possible.
