It's an extension of an existing package format.

eg
A _Blades_ rpm is not just a _RPM_ renamed. It is an RPM plus extra
dependencies, quality control, with a license agreement system and who
knows what else (until docs come out). Plus it is a centrally stored file
as well.

Sorry if it sounded too simplistic, but I was trying to draw the
similarity.
