I was under the impression that intent was needed, or something like that, from something I heard on the radio. Accidentally clicking on something on the net and immediately backtracking is okay. OTOH, that could just be what they can be bothered to investigate...

No (UK only), "making" an illegal photograph, even in RAM, is an absolute offence. The prosecuting authorities may decline to prosecute if they believe it was an accident, and there are I think administrative procedures to allow police to look for illegal images.
