If you put it in the key then you have a single URI describing the file, which is nice for a number of reasons. 1) You only have to fetch one file if you have the DBR URI. a. Faster b. More reliable 2) Redirects and Date-based redirects can be merged in the control document spec, simplifiying it. Additionally, everything works as before. We just have a new keytype that does some new stuff.
